Nineteen distinguished editors, publishers and scholars gathered in St. Petersburg in December 1982 to test the thesis of one participant: that the press is too hostile in its relationship with government.

Stepping down as president of the American Society of Newspaper Editors, and almost simultaneously as editor of the New York Daily News, Michael J. O’Neill told the Society in a May 1982 valedictory address that newspapers had gone too far as adversaries of government and that they should make peace.

The reaction to O’Neill’s speech was mixed. Some editors argued that, far from overplaying the role of adversary, the press was if anything too soft. An equal number felt that O’Neill had said something important, something that needed careful consideration.

The Modern Media Institute judged that O’Neill had opened up a subject so important that it should be considered by a small gathering of the best academic and journalistic minds. And so, on the evening of December 3, this group of men and women gathered in a hotel with a splendid view of the Gulf of Mexico for two full days of conversation.

There was no intention of reaching hard and fast conclusions and none was reached. But there was general agreement that the conference had served a worthwhile purpose, and it is hoped that this book will let you share some of the conversation that filled long days on Friday and Saturday, December 4 and 5.

The book includes an overview report of the conference by Charles Stafford, St. Petersburg Times national correspondent in Washington, an edited transcript of the proceedings and the O’Neill address which was responsible for it all.

The Modern Media Institute, which sponsored the conference, was founded in 1975 by the late Nelson Poynter, chairman of the St. Petersburg Times in Florida and Congressional Quarterly in Washington. On his death in 1978, Mr. Poynter bequeathed stock of the Times to MMI which uses its dividends to support a wide variety of educational programs and seminars such as this. As the Institute has grown and matured its principal functions have been grouped into four interrelated centers—Writing, Management, Graphics and Ethics. A seminar on America’s adversary press was a natural assignment for the Ethics Center as its role and responsibilities continue to evolve.
